关于切实做好来华航班乘客凭新冠病毒核酸检测阴性证明登机有关工作的通知

各运输航空公司：

       根据国务院联防联控机制的统一部署，民航局、海关总署、外交部于7月20日联合发布了《关于来华航班乘客凭新冠病毒核酸检测阴性证明登机的公告》（以下简称《公告》）。为严格落实《公告》要求，做好相关服务工作，现将有关事宜通知如下： 

       一、各航空公司应在售票环节明确告知旅客《公告》内容，重点提醒旅客关注中国驻外使领馆发布的具体实施办法，以及不符合要求不能登机的后果和风险。 

       二、各航空公司应及时关注外交部发布的核酸检测实施国家更新情况,与中国驻外使领馆建立沟通渠道，明确来华旅客新冠病毒核酸检测查验工作相关要求，特别是确定现场争议协同处理机制。 

       三、各航空公司要根据中国驻外使领馆的要求，在登机前查验旅客的健康码状态或健康状况声明书，拒绝不符合要求的旅客登机。 

       四、旅客对核酸检测措施或健康码等相关事宜需要进一步咨询的，航空公司应告知旅客向外交部领事保护呼叫中心电话12308或驻外使领馆联系了解。

Notice on Effective Implementation of Work Related to Presenting Negative Results of 

COVID–19 Nucleic Acid Tests before Boarding by Passengers Taking Flights Bound for China

To All Transport Airlines,

According to unified arrangement of the Joint Prevention and Control Mechanism of the State Council, CAAC, GACC and MFA jointly issued The Public Announcement on Presenting Negative Results of COVID-19 Nucleic Acid Tests before Boarding by Passengers Taking Flights Bound for China (hereinafter referred to as “Public Announcement”). To strictly implement the requirements of the Public Announcement and to do a good in relevant services, it is hereby notified that:

1. All airlines shall clearly inform passengers of the contents of the Public Announcement during ticket booking, and remind passengers specially to follow the specific implementation measures published by Chinese Embassies and Consulates and of the consequences and risks of denied boarding caused by failures in meeting relevant requirements.

2. All airlines shall follow the updated lists of countries that are required to conduct COVID-19 nucleic acid tests published by MFA in a timely manner, establish channels of communication with Chinese Embassies and Consulates, and be knowledgeable about the requirements on COVID-19 nucleic acid tests for passengers taking China-bound flights, and shall especially set up a collaborative mechanism for on-site dispute resolution.

3. All airlines must check passengers’ health QR codes or Health Declaration Letters as required by Chinese Embassies and Consulates before boarding, and deny the boarding of passengers who fail to meet such requirements.

4. For passengers who have further inquiries on the measures regarding COVID-19 nucleic acid tests or health QR codes, airlines should inform them of the telephone number 12308 of the Call Center of Consular Assistance and Protection, MFA, or ask them to contact Chinese Embassies and Consulates.
