Meng Qingfen, Han nationality, graduated from China University of Political Science and Law with M.L. degree in Procedure Law, started her career at Civil Aviation Administration of China (CAAC) in April 1995. Mrs. Meng subsequently served as Director of Division of Law and Regulation of Department of Policy, Law and Regulation, and Deputy Director General of Department of General Affairs until she came into the office as Director General of International Cooperation and Service Center (Foreign Airlines Service Center), CAAC in December, 2011.

Fang RuifengDeputy Director General of International Cooperation and Service Center (Foreign Airlines Service Center), CAAC.
Fang Ruifeng, male, Han ethnicity, was born in November 1974. Mr. Fang began his first job in July 1996 and joined the CPC in October 2000. Mr. Fang is a graduate of the University of Michigan where he received Master degree in Public Policy, and the Chinese Academy of Social Sciences where he received his Doctor’s degree in Constitutional Law and Administrative Law.
Since February 2008, Mr. Fang successively served as Director of Division of Market Oversight, CAAC Shaanxi SSMB, and Deputy Director of General Office, CAAC Northwest Regional Administration. He was later appointed concurrent Deputy Director of General Office and Director of Emergency Response Office (director-level), and Director of Party Committee Office of CAAC Northwest Regional Administration since March 2013; and Director of Party Committee Office and Level-1 Assistant Division Chief of CAAC Northwest Regional Administration in December 2019.
In December 2020, Mr. Fang was appointed Party Committee Member and Deputy Director General of International Cooperation and Service Center (Foreign Airlines Service Center), CAAC.
