A foreign air transport enterprise (hereinafter referred to as applicant) applying to establish a representative office shall submit application materials to CAAC based on its situations:

(1) For a designated foreign air transport enterprise:

a. Original of application letter signed by the legal representative or an authorized signatory, with the content including: purposes of establishing the representative office, formal name of the representative office, chief representative and representatives, scope of business, business address and contact information, etc.; 

b. Photocopy of operation permit or any other approval certificate issued by CAAC;

c. Photocopy of business registration certificate from industrial and commercial bureau;

d. Original or notarized photocopy of letter of attorney signed by the legal representative or an authorized signatory for the chief representative and representatives;

e. Photocopy of valid identity documents of chief representative and representatives;

f. Registration Form for Representative Office of Foreign Airlines in China (Appendix I) filled and with verified signatures of chief representative and representatives.

(2) For non-designated foreign air transport enterprise:

a. Original of application letter signed by the legal representative or an authorized signatory, with the content including: enterprise introduction, purposes of establishing the representative office, formal name of the representative office, chief representative and representatives, scope of business, business address and contact information, etc.;

b. Photocopy of the agreement signed between the relevant authority of the country of the foreign air transport enterprise and CAAC;

c. Photocopy of business registration certificate from industrial and commercial bureau;

d. Photocopy of registration certificate and air operator certificate issued by relevant authority of the country of the foreign air transport enterprise;

e. Original or notarized photocopy of letter of attorney signed by the legal representative or an authorized signatory for the chief representative and representatives;

f. Photocopy of valid identity documents of chief representative and representatives;

g. Registration Form for Representative Office of Foreign Airlines in China filled and signed by chief representative and representatives.

All the documents aboved shall be written in Chinese and sealed with office stamp; and if it is written in any other language, an enclosure of Chinese translation shall be followed.
