First in China! Hylands Assists CCCC to Operate Tianjin Metro Line 3 in PPP Mode

On January 24, 2021, Line 3 of Tianjin Metro, which is led by CCCC and authorized to be operated and managed by CCCC First Highway Engineering Group, was officially operated in PPP mode, marking the implementation of the first domestic metro stock PPP project in the field of rail transportation. 

The Tianjin Metro Lines 2 and 3 inventory PPP Project awarded to CCCC Group has realized the cooperation between government and social capital through TOT mode for the operated lines, and the model is of excellent demonstration effect for the promotion of national rail transit inventory PPP projects. Line 3 of Tianjin Metro is 33.6 km long, with 26 stations, which starts from Tianjin South Station in Xiqing District in the south and ends at Xiaodian in Beichen District in the north. It passes through 7 administrative districts, namely Xiqing, Nankai, Heping, Hexi, Hebei, Hedong and Beichen, and serves as the backbone of the rail transit line from the southwest to the northeast of the downtown area of Tianjin, and was opened for trial operation in June 2012. 

Hylands was appointed as the special legal counsel of CCCC Group for the Project, and has provided overall legal services for the Project, including proposal demonstration, due diligence, legal risk control, issuance of legal opinions, etc. The Project was undertaken by a team led by Partner Miao ZHANG from Hylands, with team members Ming GONG, Zhoujian PEI and Jiaqi FAN.
